Luis Caputo, Argentina's finance minister, took office at the end of 2023 facing economic challenges that had already become chronic since the 2001-2003 crisis. The new administration of President Javier Milei had inherited a difficult economic and social situation, marked by growing macroeconomic imbalances, two decades of incoherent policies, high inflation, currency overvaluation and a historic exchange rate gap. Very early in his tenure, Milei had sent to Congress a series of reforms known as the Omnibus Law, due to its comprehensiveness, however, he had been forced to negotiate to the point that he decided to withdraw the bill in order not to sacrifice the spirit of his liberal agenda and avoid the failure of the gradualism practiced by his ally Mauricio Macri (2015-2019). Minister Caputo faces a paradox as he must adjust the scope and speed of the economic reforms while avoiding disappointing ordinary Argentines, investors and the IMF, considering that the timing of the reforms may be key to their success, notwithstanding the costs they will entail.
